The Vice President is the second highest constitutional office in India. Those who hold this office act as the Chairman of the Rajya Sabha and ensure that the House runs smoothly and respectfully. They remain neutral in the House. They are not allowed to vote on bills. They cast a casting vote only in case of a tie. According to Article 65 of the Constitution, if the seat of the President falls vacant for any reason, the Vice President can temporarily assume the duties of the President.
