In the wake of the violent clashes that occurred on September 26th in Bareilly district of Uttar Pradesh, strict security arrangements have been made for the Dussehra festival and Vijayadashami. Meanwhile, internet services have once again been suspended for 48 hours in order to maintain law and order in Bareilly district. Previously, this ban was in effect until September 30th, during which internet and SMS services were suspended in the district. Internet Services Suspended for 48 Hours According to a notification issued by the Home Department, mobile internet, broadband, and SMS services in the district will be suspended from 3:00 pm on October 2nd and will continue until 3:00 pm on October 4th. Home Secretary Gaurav Dayal stated in his order that, given the current situation, there is a fear that social media platforms such as Facebook, YouTube, WhatsApp, and messaging services may be misused to spread rumors and incite communal tension. He stated that this step has been taken to maintain peace and public order. Drone Surveillance In view of the Dussehra festival, strict security arrangements have been made in the four districts of the Bareilly division, with police, PAC, and RAF personnel deployed in sensitive areas. Drone surveillance is also being conducted. Last Friday, after Friday prayers, a crowd of over two thousand people gathered outside a mosque in the Kotwali area. Several people, including some policemen, were injured in stone pelting and lathi charge. The violence began after Ittehad-e-Millat Council President Maulana Tauqeer Raza Khan canceled a proposed protest over the "I Love Muhammad" poster controversy. Divisional Commissioner Bhupendra S. Chaudhary stated that following the recent violence in Bareilly, a high alert has been issued for Bareilly, Shahjahanpur, Pilibhit, and Badaun districts in view of the Dussehra festival today. Police officers have been given special instructions to remain vigilant during crowded events such as Ramlila, Durga Puja fairs, and Ravana Dahan ceremonies. The administration is maintaining strict vigil to ensure the peaceful celebration of Vijayadashami and related festivals. Strict action will be taken against any lapses. Chaudhary directed officials to deal strictly with miscreants and warned of strict action against any dereliction of duty. He said, "All District Magistrates, Sub-District Magistrates, police and administrative officers should discharge their responsibilities seriously. Strict action will be taken against any lapses." Officials said that intelligence agencies have also been put on alert. A senior official said, "Armed police forces are being deployed at sensitive locations. We are ensuring foolproof security arrangements so that incidents like the one in Bareilly do not occur in neighboring districts. Drones have been deployed for surveillance." As of Wednesday, 81 people have been arrested in connection with the violence that took place in Bareilly on September 26. 48 घंटे इंटरनेट सेवा निलंबित गृह विभाग द्वारा जारी अधिसूचना के अनुसार, जिले में मोबाइल इंटरनेट, ब्रॉडबैंड और SMS सेवाएं 2 अक्टूबर की दोपहर 3.0 बजे से निलंबित रहेंगी और यह निलंबन 4 अक्टूबर की दोपहर 3.0 बजे तक जारी रहेगा। गृह सचिव गौरव दयाल ने अपने आदेश में कहा कि मौजूदा हालात को देखते हुए ऐसी आशंका है कि सोशल मीडिया प्लेटफॉर्म जैसे- फेसबुक, यूट्यूब, व्हाट्सऐप और मैसेजिंग सेवाओं का दुरुपयोग अफवाहें फैलाने और सांप्रदायिक तनाव भड़काने के लिए किया जा सकता है। उन्होंने कहा कि यह कदम शांति और सार्वजनिक व्यवस्था बनाए रखने के लिए उठाया गया है। ड्रोन के जरिए निगरानी दशहरा उत्सव के मद्देनजर बरेली मंडल के चार जिलों में कड़े सुरक्षा बंदोबस्त किए गए हैं और संवेदनशील इलाकों में पुलिस, पीएसी और आरएएफ के जवानों को तैनात किया गया है। साथ ही, ड्रोन के जरिए निगरानी की जा रही है। गत शुक्रवार को जुमे की नमाज के बाद कोतवाली क्षेत्र की एक मस्जिद के बाहर दो हजार से ज्यादा लोगों की भीड़ जमा हो गई थी। इस दौरान हुए पथराव और लाठीचार्ज में कुछ पुलिसकर्मियों समेत कई लोग घायल हो गए थे। यह हिंसा इत्तेहाद-ए-मिल्लत काउंसिल के अध्यक्ष मौलाना तौकीर रजा खां द्वारा 'आई लव मुहम्मद' पोस्टर विवाद को लेकर प्रस्तावित विरोध प्रदर्शन को रद्द किए जाने के बाद शुरू हुई। मंडलायुक्त भूपेंद्र एस. चौधरी ने बताया कि बरेली में हाल में हुई हिंसा के बाद आज दशहरे के त्यौहार के मद्देनजर बरेली, शाहजहांपुर, पीलीभीत और बदायूं जिलों के लिए हाई अलर्ट जारी किया गया है। पुलिस अधिकारियों को भीड़भाड़ वाले कार्यक्रमों रामलीला, दुर्गा पूजा मेलों और रावण दहन कार्यक्रमों के दौरान सतर्क रहने के विशेष निर्देश दिए गए हैं। विजयादशमी और उससे जुड़े त्योहारों के शांतिपूर्ण आयोजन को सुनिश्चित करने के लिए प्रशासन कड़ी निगरानी रख रहा है। किसी भी तरह की चूक पर कड़ी कार्रवाई चौधरी ने अधिकारियों को शरारती तत्वों से सख्ती से निपटने के निर्देश दिए और कर्तव्य में किसी भी तरह की लापरवाही बरतने पर कड़ी कार्रवाई की चेतावनी दी। उन्होंने कहा, "सभी जिलाधिकारी, उप जिलाधिकारी, पुलिस और प्रशासनिक अधिकारी अपनी जिम्मेदारियों का गंभीरता से निर्वहन करें। किसी भी तरह की चूक पर कड़ी कार्रवाई की जाएगी।" अधिकारियों ने बताया कि खुफिया एजेंसियों को भी अलर्ट पर रखा गया है। एक वरिष्ठ अधिकारी ने बताया, "संवेदनशील स्थानों पर सशस्त्र पुलिस बल तैनात किए जा रहे हैं। हम पूरी तरह से पुख्ता व्यवस्था सुनिश्चित कर रहे हैं, ताकि बरेली में हुई घटना जैसी कोई वारदात पड़ोसी जिलों में ना हो। निगरानी के लिए ड्रोन तैनात किए गए हैं।" बरेली में पिछली 26 सितंबर को हुई हिंसा के सिलसिले में बुधवार तक 81 लोगों को गिरफ्तार किया जा चुका है।
